Strategic Review of Offshore Wind Farm Monitoring Data Associated with FEPA Licence Conditions

Defra and the Marine Management Organisation commissioned Cefas (with input from government agencies FERA and SMRU) to undertake a strategic review of offshore windfarm monitoring data associated with FEPA licence conditions.

The project has collated and strategically reviewed monitoring reports from ten windfarms, which are currently operational or under construction in English and Welsh waters. This desk-based review has summarised the monitoring undertaken at each site and compared and contrasted the monitoring and licence conditions between sites to:

  • distinguish between generic and site-specific issues
  • identify comparability of datasets
  • assess which conditions can be removed or require amendment, and
  • where possible, forecast implications of identified effects for future rounds of offshore windfarm development. 

The conclusions and recommendations can be used to set the standard for future assessment, monitoring and licensing decisions. The review is supported by a series of technical annexes:
